He's probably got his paypal funds held until you give him feedback. It's their new(ish) policy on certain people/items.

This policy has been in place for 18 months so not new or even newish,

Why would paypal be withholding their payment? If they were wouldn't the seller just tell me? I thought paypal only withheld payments on high risk items, not an item of used ladies clothing.

If the seller has had low volumes of sales etc they will still hold payments. I strangely had payments held the other month on my Micropayment account which the average sale is less than £5. The reason they did this was I made a low value sale from a private account i'd not used in months because it went to that PP account they decided to hold all payments for a couple of weeks.

Well I was only informed by paypal about it, and indeed restricted by it, a few months ago. I know it was phased in.

In any case, what does that matter? The point is that I was offering a possible explanation - whereas your post serves no point.

Apart from telling you that the policy has been in existence and known about for around 18 months which was something to obviously didn't know.

OP, if they are a low feedback seller the chances are it's a paypal hold.

Sending messages demanding feedback is very unwise. They might well provoke feedback but not necessarily the positive being hoped for.

Maybe the seller is in need of the money to pay out for postage for other items, they've had to pay the postage already to send the OP's item.

OK £10+P&P may not seem a lot but the lack of it may delay their despatch of other sold items.

Then it's a vicious circle. OP unhappy re the perceived hassle, leaves less than +ve FB, next purchaser leaves less than +ve, low DSR's for late despatch and the poor seller is stumped. They may be new or not have sold many things and were unaware of PayPal's policy.
  • The trouble is with ebay now, as a private seller (only a few things a month) I am close to losing my selling status as a few people marked me low on communication because you are supposed to contact the buyer on when yr sending etc. Then a polite note to say hope you have received.

Now I have recently sold a couple of ex items and waiting patiently for my good feedback as I did all the comms and posted quick. If they dont leave feedback soon then I will lose my selling rights!!!!

Ebay want all sellers to be in the same boat so a business seller who can despatch asap whereas a private small seller may say 3 days to despatch. So many sellers now are having low rating from pretty vicious people for no reason.

If you dont get the feedback then its hard to acheive a good selling status and its not until you start selling thet you see how hard it is comply with all these new rules.

Anyway, whats your problem? If you have received your item, happy with it, why are you being ackward in pressing a few buttons? If someone is providing good service why cant you congratulate them??? They could also leave neutral feedback on you too!

Ebay is being spolit now by business sellers setting all the rules. Wasnt it initally set up as a place to exchange the things you no-longer wanted for something you did. Now its a business with endless silly rules and regulations.

    .
That might explain where you are going wrong. There is no harm at all in a polite emails aying item has been despatched as that way buyer has some idea when to expect it. However it is not encouraged and is considered bad form to email yet again asking if item has arrived.

Send the items, then leave it. That's all you need to do.
