  • If you want to hurt this scum, ignore their silly begging letters and tell others not to pay their unenforceable 'fines'. When it becomes common knowledge that this is a scam, the scum and others of their ilk will go bust. Shame!

    The latest letter-chain shown above shows a parking "ticket" issued by UKCPS . The envelope contains the magic words "Parking Notice Charge - Unauthorised Removal or Interference Is An Offence"

    UKCPS is an approved member of the BPA which states in it's code of conduct :-

    15.1 You must not misrepresent to the public that the parking
    control and enforcement work you are doing is carried out under the statutory powers of the police or some other public authority.


    I reckon that this is a clear breach of the code of conduct and should be reported to the BPA.

    What the BPA does say is:-

    The parking ticket must be waterproof or put in a waterproof envelope, and say on it that the ticket must not be removed from the vehicle by an unauthorised person.

    So no mention of any "offence". Even then the BPA advice is questionable . What constitutes an "unauthorised person." and what happens if that "ticket" is removed? Of course the answer is nothing. The local pizza shop could just as well put the same warning on their flyers. They have no more legal standing than a PPC.

    Well I am not authorised person and haven't been trained to be one, so I guess I just leave it there and go to a car wash to remove it ;) at least my car will be clean lol
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    It would be interesting to ask the BPA about this "authorisation". How is it obtained and who grants it. Of course in reality this is complete nonsense. It's just a load of pseudo legal-babble churned out by the BPA to maker it look as though it has some sort of official and legal status, when in fact it's just a cosy club for the parking "industry".

    The whole of the UKCPS ticket looks and reads like something I cobbled together aged ten with my John Bull printing set, and a dummy's guide to law.

    The section that gave me the biggest laugh was part seven:

    "If this parking notice is presented to a Police Officer with reference to payment, the Police must not discourage payment. UKCPS will be happy to respond to Police if correspondence is made on Police headed paper"

    And in part nine:

    "Due to legal procedures it is difficult for UKCPS Ltd to submit verbal evidence before the court"



    I think the Ltd in that quote refers to their intelligence!:D

  • Hi all, this is my first ever post on one of these sites and it was prompted by these ukcps "people". I should start by saying you should take the advice of everybody who is saying just ignore, I know this can be very stressfull and upsetting when you get clowns like ukcps threatening you with ccjs, court costs, debt collectors :rotfl:, who can do absolutly nothing, court action and other threats. But seriously these guys at ukcps are idiots, they send standard reply letters and when you ask them for photographic evidence of your so called crime they ignore you and send you another letter saying you havn't responded. I did the silly thing of appealing to these people, under the advisment of my MP, to absolutly no avail, as they don't want to know!! All they want is your £100 or whatever reduced rate they are offering through mobilise (I also phoned these guys up and told them of my situation, they too were not bothered so I wouldn't waste my time with them either). I got in touch with Trading Standards about this, and funnily enough, they also couldn'd care less. They told me to pay the fine as I would probably lose in court. At this point I should probably give you a brief outline of the situation I was in, a couple of month ago I was at a retail park in Lancashire doing a bit of crimbo shopping with my then pregnant girlfriend and her disabled mother, I should add at this point she has been disabled for many years and is a blue badge holder, although we left it in her husbands car. When we got to the shops I parked in a non disabled bay like I always do because I am a considerate driver but as we were in a three door 4X4 both of my passengers couldn't get out. So I moved the car literally 2 spaces down into a disabled bay, so they could get out safely. It took me about 5 mins to get them both out of the car and into the shops, in this time a UKCPS had spotted us vile law breakers and slapped me with a "Parking Charge". I have to say some people will be saying "why didn't you get them out of the car and then move it". Because I wanted to walk them into the shops as it was dark and wet and i'm a gentleman.
    I went down all avenues to resolve this in a decent manner by sending them a copy of the blue badge and appealing to thier good nature. This didn't work, so I went online and looked up the blue badge scheme and the disability discrimination act and I pointed out to ukcps that the blue badge only applies on council property and the queens highways and could they reconsider?? And guess what, same old same old standard letter came through. So this is when I went to mobilise for help, like I said before DON'T BOTHER! The same to be said for my local Trading Standards. So I asked them to send me photographic evidence of my so called crime and need I say?? Yet again a standard letter came through saying they hadn't had a response from myself regarding this matter and because thier paperwork is shoddy they failed to send me the photo I requested. So in the I I had a look at the land registary to see who owned the retail park and I sent the manager of the park a letter with a photocopy of all letters sent forth and back and voila a letter from ukcps saying on this occasion they were willing to accept our appeal:huh:! Where did that come from????
    So again my advice to all who come into contact with these people is ignore all letters and if they feel the need to send "debt collectors" to your house call the police and tell them someone is on your doorstep trying to force money out of you! Oh and btw if anyone knocks at your door and asks if you are such a person don't say YES, ask them who wants to know. Let them take you to court (UNLIKELY). No judge in the land is going to make you pay a parking fine of £100 to park on private land for an hour or two. I hope this helps people who find themselves in my situation or one similar. If worst comes to worst and they do take you to court there is alot of good people on this forum who i am sure would help you for the joy of seeing ukcps fall.

    She will be less proud that she doesn't get a cut of the take from the invoice sent to Joethereviewer, for his "Expensive Mistake" Even though a disabled bay on private land has no enforceable meaning, beyond courtesy, and an obligation to provide them under the DDA. It wasn't as if there were no disabled people in the vehicle. And as has been stated before, not all disabled people have a blue badge.

    Mobilise are a disgrace to the people they purport to represent
    I'm still waiting for their comments when one of their chummy ppcs takes Motability Finance to court for one of their invoices as they stupidly try to extend privity of contract beyond it's reasonable interpretation by saying that having a proprietary interest in the vehicle binds them into the contract along with the driver
