The information in post 3 is correct.
Social services will not pay the mother any money to keep food in for her children as they are in foster care, they will have supervised contact at a centre. SS have a duty to pay fares for the mother to make these visits.
The case will have to have met the threshold of significant harm before it goes to court. Obvioulsy the OP's freinds solicitor thought that it has as he advised agreeing to Voluntary Care pre proceedings. There will now be a period of assessment to see if the children can return home, this will be based on her capacity and ability to parent her children safely. The children will also be assessed in the foster home to see if the behaviour problems are a direct result of the parenting and any underlying issues there may be or if it is something else.
The rest of the rants about SS I have ignored.

I would sooner try and help a friend than blank them because of the way they have turned out.

Some people make me laugh they really do.

You can laugh all you like, I wouldn't be friends with anyone who let their children " live in complete crap, there children run around the streets, take anything they can get there hands on ", but perhaps that's just me.
