That's true. However if a sign says 'Blue Badge Holders Only' then non badge holders should park elsewhere. Technically anyone can park there - it's private land so parking is unenforceable.
Beggars belief why anyone would though. Parent and child spaces are much closer to the door and the cashpoint at my local Tesco - go figure?0 -

If people who use spaces intended for others then it may be because they are lazy/ignorant/ill mannered/spiteful/etc0 -

Parking is enforceable on private land, lots of places have clamping in place with charges for removal. The supermarkets and retail parks don't want to upset the shoppers though so they don't enforce anything - they just have the spaces to make them look good.Only 3% of those registered blind in the UK have zero vision.0
