If they have a receipt then they did post the item, and it probably got lost in the post - this is the risk that comes with ebay, you're not dealing with a multinational who will simply refund your money here - you're dealing with another individual.

For all you know he/she's posting on another forum right now "Buyer's trying to scam me for £4.50 icon8.gif I sent item, have receipt to prove it and now some scammer buyer is pretending they didn't get it and opening a PayPal dispute - what can I do?".

I'm not siding with them here, but you have to see this from both angles.

If he has proof of posting you could get a refund from the Post Office.

As long as you've paid through paypal, you should get the money back. Paypal will probably ask the seller for a tracking number ( don't think they accept receipts/proof of postage certificates).
You can also escalate your paypal dispute to a claim, to speed things up.

thats true yeah but also £4.50 or £45.50 its not the point what proof have i go that i havent received the item? maybe paypal is a load of c**p when it says if you pay via paypal you will get it refunded if you dont receive item. i wouldnt go and give someone £4.50 then moan i hadnt got them not for the sake of that much but i wouldnt just want to give someone £4.50 if you get me??

unless they have sent it recorded delivery, they wont be able to prove to paypal that they had sent it, so paypal will reclaim the money and refund it to you.

a pain i know, but as a seller, i always send the item recorded and include it in the price.
smile --- it makes people wonder what you are up to.... ;)

From the title of this post you are saying that this money has been "stolen" from you - i.e. that there is some sort of malicious intent from the seller. If they have proof of posting then they did send you the item. And if they refund you then they will have just "given away" £4.50 worth of goods for nothing.

Unfortunately there are a lot of scammers on ebay who pretent they haven't received items to get a refund. The seller has no way of knowing that you are not one of them.

If seller has proof of posting then they can claim through Royal Mail.
