I've just looked on the ticket and it says the contravention code is 83
Thanks. So the offence is "Parked in a car park without clearly displaying a valid pay & display ticket or voucher or parking clock".

You say that you still have the ticket which proves that no contravention has occurred. The PCN date and times will help to prove that too.

Your next step is to apply for a stay of execution of the warrant, but this is where people better qualified than I should comment. The trick will be to convince the court that no contravention has occurred and that you get a chance to hear an adjudicator's decision before they execute the warrant. You must make it clear that you have not been receiving the correspondence to date.

Did you not Fax the completed form to the TEC ?

Did you post it first class, recorded delivery or special delivery ?

Hi, she emailed me the forms and I filled them in and emailed them back. She said this was the quickest method.

Well, on the face of it, it's an open and shut case.

Machine printed ticket at 10:49, muppet of a warden who can barely speak english clocks you at 10:59, tickets you at 11:08 and the ticket is valid until 12:49 and you parted with £1.10 for the privilege so the council's losses were nil. The location of the ticket machine and car park appear to match, so I don't get why this warden did what he did.

Reminds me of that Dispatches programme on Channel 4 which showed that most CEOs have hardly been in the country 5 minutes, let alone know our highway code, yet they're given a uniform and can unleash their incompetence on us all.

Court has nothing to do with this.

The PCN is for failure to display not failure to possess. Having the ticket does not prove it was displayed.

Keep hold of the original ticket at all costs.

Obtain the Parking Order for that car park.

When you receive the reissued NTO please post it here.

Did you get confirmation from the TEC that your completed form was received and that the case was halted ? (I am assuming you completed the form correctly).
If you have that confirmation print it out.

Yup, I read about this and that is the main reason I requested the pictures. And when I was shown the following picture, I thought it was something of wind up. I mean, if I didn't have a ticket on my windscreen then why didn't he take a picture showing this? it appears to me he has angled the picture perfectly so you can't see my properly displayed ticket which was smack bang in the center of my windscreen. GRRRRRRR!

He's taken a pic more of your car bonnet than your windscreen!

BTW hide your cars in another street or in someone's garage right now until you know TEC have acted. Be careful who you open the door to until you are certain, tomorrow, that the Council have received TEC's communication and have actually called the bailiffs off.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Once confirmation is received from the TEC fax both the council and the bailiff company immediately telling that the TEC has filed your declaration and so the process is now halted and enforcement MUST cease.
    Do this quickly.
