Was it that appalling when you bid, or has it deteriorated since?

Full Paypal Buyer Protection won't apply because seller's feedback isn't good enough.

The backup Paypal BuyerComplaint process probably won't apply either as it expressly does not cover intagibles.

"In order for a transaction to be eligible for Buyer Complaint Process review:
You must have used PayPal to pay for your purchase.
You must not have received the item that you purchased.
You must issue a claim within 45 days of payment.
Your purchase must be a tangible item. Services and intangible items, such as emailed recipes and e-books, are not covered."

That just leaves ebays dispute process which will get you £105 back if you're lucky. It doesn't seem to rule out intangibles. However it does say that "Note: If the item was paid for with PayPal, the buyer will be referred to the PayPal claims process to resolve the dispute."

I cannot believe you spent £900 on vouchers through eBay, for a potential saving of just £100.

100% agree with this. There's no way on this planet I would spend that much on e-bay, I'd have done as grilli said, put it into a high interest account and waited. Only if I could afford to lose it would I spend it on e-bay.
If I had saved £900 I'd have waited a bit longer and saved the £100 too.

I paid through funds in the PayPal account, I'm not sure whether to file for not as described, or not received.. I wish I could track the guy down, he owns https://www.grahamsdvds.com , but a whois didn't give me much apart from his name which is apparantly Graham Crossley, but his email address is: rsmith2477@ntlworld.com if that helps..

Do you think anyone could help me track him down?

I called up PayPal, but they said they can't do anything as it was sent via email..
Do you know the rough area where he lives?
    Thanks

    Ben

Unfortunately your in at the deep end i would guess your best chance is to now report the incident to your local police asking directly for the fraud squad. They have the swing to get the info held by ebay uk and take the matter further, but it just depends how inclined they feel to helping??
    Thanks

He's in Chatham, Kent according to his ebay listings but no Graham Crossleys showing on 192.com in Chatham or Kent.

Have you tried getting his contact details off ebay?
