No - you should not move out. As a secure tenant you have agreed to occupy as you main or principal home. If you were to move out, given the relationship with the council, they may regard this as you not meeting this obligation. Whilst this would not end the tenancy, the council may argue it is no longer a secure tenancy

Have read this thread with interest, and just wanted to ask OP - is the block of flats covered by CCTV? If so you could ask them to produce evidence of any kind of alleged misbehaviour/aggression?
It may have been mentioned before, but can you ask residents who you have helped out in the past to write you a sort of 'character reference' refuting the points the council are alleging you of?
Just my thoughts lol!

I honestly don't know ...perhaps someone else might help.
But, you may be worrying yourself without real reason. You have sent sensible letters. The onus is now on the council to reply with something resembling valid reasons for their actions. Wait until you receive replies - you have acted in a polite manner and they are obligated to do the same. bw"If you can bear to hear the truth you've spoken
