You do not need her permission to ask for the footage if you were present as unless your Casper you would be on the footage too

Misssarahleigh, taken me an hour or so reading from the start but good thread. As the customer I wouldn’t really of known what to do. I am the type of person to make noise at the time but noise that wouldn't get me far.
Worst still, as a manager for a number of years of corporate catering units, although I have come across the odd fake £5 note when cashing up here and there (never handed to the police, always pinned on the notice board in the office as a reminder to staff to always check), I have never had the bank contact me regarding counterfeit notes, nor have I been faced with the issue at the till/cash registers. Although I was aware that we must retain the note in question, I would not have offered a receipt unless I was asked, which I would happily give, unlike in your friends case with the coop.
Having been on plenty of boring courses and the odd crazy one with many different companies I have worked for, I have never been informed of procedures for handling counterfeit notes. Common sense would tell you to record the serial number on the receipt, but to get both parties to sign would never cross my mind, but after reading, it also makes perfect sense. But unless it was a large amount of fake cash from one customer, i wouldn't really take their personal details either. This has really opened my eyes.
Fight with the coop until you get what you deserve for your friend. The coop could easily offer your friend a £20 voucher for their own shop, losing out less, as an apology and a reassurance that refresher training will be carried out in the concerned store.

pipps0316 - thanks for your comment. I think your the perfect example is you don't mind me saying. You know how to take the note but after that....nothing.
I do keep refering to it as the big black hole but thats what it seems to be. There is nothing to keep the company on track to follow the law/procedure and nothing to protect the consumer.
I'm hoping something will come of this not just for one shop or one person but for everyone. I'm sure that there are people out there who have lost money that was legal due to a number of reasons (bad training, lack of procedure, scams) and more thank likley don't know as there's no way to check.I get what i want. Right, someone mentioned above they may not have given a receipt unless asked (personally I always gave receipts in those cases when I worked in retail), do you actually know whether or not your friend asked? Seeing she doesn't speak up, could it be the case she didn't?0
