    Ive just read the bulletin on the NIPSA site. They want to start paying out the higher wage from 01/02 and figure out arrears due after that.

    Im fine with that.

    Its 2010 not 2009 as it says, im wrong.

    if I read todays Hillsborough Agreement correctly looks like your back pay could be waiting on the sale of 4 former army bases

    HM Government will gift the four agreed former military bases to the Northern Ireland Executive. It would be anticipated that a portion of the land in Omagh will be used for an educational campus but it would be expected that disposal proceeds from the other sites would be used, on a basis agreed with HM Treasury, to meet exceptional resource pressures (including potentially equal pay claims).

    For those struggling to find the relevant section, it's in the PM's letter to 'Dear Peter and Martin'.

    · HM Government will gift the four agreed former military bases to the Northern Ireland Executive. It would be anticipated that a portion of the land in Omagh will be used for an educational campus but it would be expected that disposal proceeds from the other sites would be used, on a basis agreed with HM Treasury, to meet exceptional resource pressures (including potentially equal pay claims). HM Treasury will work with the Northern Ireland Executive to help ensure that any timing issues, related to delays in securing these disposal proceeds as a consequence of market conditions, can be addressed on an agreed basis.

    The only issue I have with that portion is that a timetable (which is NOT set in stone) has already been communicated to staff. This does give a framework which is loose to an extent, but the majority of the work appears to be being conducted over the next 8-12 weeks. Following this, the payments will be made.

    I suspect that while the sale of these bases may eventually contribute to the bill, there will be provision made from the current CSR and next review to cover the payments.

    But will the people of Northern Ireland think this is the best use of the money - we are talking £150m+ here. As a taxpayer I certainly don't.

    And as a fellow taxpayer (and recipient under the award) I don't think it is either. The equality of pay is a long standing issue predating the Assembly by many years. As a Whitehall induced problem, they should be made to foot the whole bill from London. This 'gift' to the executive is nothing more than a thinly veiled attempt to pass the buck.

    There are many more deserving areas which require this kind of capital expenditure. Local health, social housing, small business support, etc, etc.

    Gawd help us if we have to await the disposal of these lands for the money. It's likely to take 20 years for them to decide what to do with it, and who to sell it to.

    Don't book those holidays just yet! :cool:

    The latest rumour is that all current civil servants will receive the back pay within the next 6 weeks and former civil servants before the end of August
  • Hold off on spending yet folks! :eek:

    In my view there is no chance of anyone receiving the back pay element of the deal in this financial year - it hasn't been budgeted for. The calculation and acceptance exercise has been designed to string things out until the 2010/11 FY. ;)
  • Back pay as in the amount from Feb 09 til present?
  • What I have heard from DFP colleagues is there is no budget to pay any back pay this year. Whether that includes the uplift from Feb 2009 to date or not I don't know.

    What I do know from long experience is that I never count on money until it's in my account - even my monthly salary since HR Connect became involved!!!
