It is the responsibility of the local DWP Benefit Delivery Centre (BDC) to pay you a CWP and you shouldn't be getting sent from pillar to post like this. The problem is, most people in the local BDC don't seem to know who is responsible for it, nor often where the payments come from even if the BDC address does appear on the letter that is sent out when a payment is made.
As you shouldn't be having to phone DLA (who have nothing to do with the scheme) or Revenue and Customs (who administer CTC not CWPs!) then I can only suggest contacting the CAB or even your MP if you continue to get nowhere by phoning your local benefit office. There is an inherent flaw in the CWP scheme, namely seemingly identifying those people whose qualifying route to a CWP is through the inclusion of a disability or severe disability element in CTC. Prior to the introduction of CTC's and back when money for children was included in with IS a Child Disability Premium would have been paid with Income Support making identification of entitlement to a CWP very easy.
Alternatively, if you have correspondence from Revenue and Customs showing that the CTC includes the disability / severe disability element you could try putting a request for a CWP in writing and enclosing a copy of the CTC notification. You shouldn't have to though. The DWPs own guidance says that if you think you qualify for a CWP but haven't received one then you should tell your local benefit office and doesn't indicate that you should have to be doing the job of the BDC for them by phoning around for them:

Not really for this thread but just had to reply to this post.
It matters not one jot what aspirations you had/have, or how successful you have become/been, if a disability hits either yourself or a loved one, it can all go by the wayside....and before you know it, you are desperately relying on those £25 payments.We made it! All three boys have graduated, it's been hard work but it shows there is a possibility of a chance of normal (ish) life after a diagnosis (or two) of ASD. It's not been the easiest route but I am so glad I ignored everything and everyone and did my own therapies with them.
Eldests' EDS diagnosis 4.5.10, mine 13.1.11 eekk - now having fun and games as a wheelchair user.0 -
Looked here and checked that there are 2 payments due for Cold Weather Payments (CWP).
Checked my bank statemnts no extras added since November.
Tried to contact Pensions Centre by phone but all I got was 'presss 1 for this pension' or '2 for this pension nothing' about CWP.
E-mailed them and auto reply said wait 10 days for an answer!!!!
All I want to know is am I (and my wife) entitled. Both under 60 but both on DLA and Incapacity Benefit -- grrrrrr0
