I'd definitely be getting in touch with the DWP if that was the case as (assuming 3 or 4 CWP payments had been triggered) the first CWP will have been triggered just before or at Christmas and even allowing for Bank Holidays should have been in your bank / post office account by about the new year. In fact the second payment should be arriving in your account by now with a third on its way. Not many places have triggered 4 CWPs so I don't know what the trigger dates for those places are likely to be.
I have :( but they send me on a merry go round as CTC disability premium doesn't show on their system  IS tell me to contact DLA :confused:then I had to contact Tax Credits did all this and each department tells me to go back to Income Support.

IB is a non means tested benefit so in theory you can have a few grand in the bak whereas with IS every penny is income. Again with JSA you need to have a disability premium.

Do you also receive one of the qualifying benefits?
We made it! All three boys have graduated, it's been hard work but it shows there is a possibility of a chance of normal (ish) life after a diagnosis (or two) of ASD. It's not been the easiest route but I am so glad I ignored everything and everyone and did my own therapies with them.
Eldests' EDS diagnosis 4.5.10, mine 13.1.11 eekk - now having fun and games as a wheelchair user.

Only if he also had a qualifying benefit though dc64.

It is the responsibility of the local DWP Benefit Delivery Centre (BDC) to pay you a CWP and you shouldn't be getting sent from pillar to post like this. The problem is, most people in the local BDC don't seem to know who is responsible for it, nor often where the payments come from even if the BDC address does appear on the letter that is sent out when a payment is made.

As you shouldn't be having to phone DLA (who have nothing to do with the scheme) or Revenue and Customs (who administer CTC not CWPs!) then I can only suggest contacting the CAB or even your MP if you continue to get nowhere by phoning your local benefit office. There is an inherent flaw in the CWP scheme, namely seemingly identifying those people whose qualifying route to a CWP is through the inclusion of a disability or severe disability element in CTC. Prior to the introduction of CTC's and back when money for children was included in with IS a Child Disability Premium would have been paid with Income Support making identification of entitlement to a CWP very easy.

Alternatively, if you have correspondence from Revenue and Customs showing that the CTC includes the disability / severe disability element you could try putting a request for a CWP in writing and enclosing a copy of the CTC notification. You shouldn't have to though. The DWPs own guidance says that if you think you qualify for a CWP but haven't received one then you should tell your local benefit office and doesn't indicate that you should have to be doing the job of the BDC for them by phoning around for them:
    How to apply

You don't need to apply; you'll get a Cold Weather Payment automatically as long as you qualify.
Tell your pension centre or Jobcentre Plus if you think you should have received a Cold Weather Payment but you have not had one.
