Does anyone know the logic behind the policy of paying out CWP to people who receive income related ESA, rather than contribution related ESA. Seems if you work all your life and paid all the necessary contributions you get very little help when your health fails!
CWPs are the modern equivalent of one off payments made in extremely cold weather that go back to the 1940s and payments have always been restricted to certain groups of people receiving the main national means tested benefit. In the 1940s this was National Assistance, later replaced by Supplementary Benefit and then from 1987 Cold Weather Payments became a Social Fund payment limited to certain groups of people in receipt of initially Supplementary Benefit then from 1988 Income Support. The income related schemes for ESA and JSA replaced payments made under Income Support for the sick and unemployed, therefore this is the reason for their inclusion in the CWP scheme. Contributory ESA and JSA and their earlier equivalents are non means tested benefits and therefore have never fallen under the CWP (and earlier equivalents) scheme.

You may be eligible for a Cold Weather Payment if you get Pension Credit or income-related Employment and Support Allowance with a support or work related activity component in the main phase.

You may also be eligible for a Cold Weather Payment for each qualifying week if you are getting Income Support, income-based Jobseeker’s Allowance or income-related Employment and Support Allowance in the assessment phase and have one of the following:
    • a pensioner premium, higher pensioner premium or enhanced pensioner premium
    • a disability premium, enhanced disability premium or severe disability premium
    • a disabled child premium
    • Child Tax Credit that includes a disability or severe disability element
    • a child who is under five in the family
See full details on Direct Gov.

Do you fit that criteria nafanya? Do you receive any of those and the qualifying benefit e.g. child under 5 etc?
We made it! All three boys have graduated, it's been hard work but it shows there is a possibility of a chance of normal (ish) life after a diagnosis (or two) of ASD. It's not been the easiest route but I am so glad I ignored everything and everyone and did my own therapies with them.
Eldests' EDS diagnosis 4.5.10, mine 13.1.11 eekk - now having fun and games as a wheelchair user.
