Because it's free. And I find that I scrape them a bit anyway when I have used de-icer.
To be honest, I think a lot of people are more than happy to save money on de-icer and do it by hand as it doesn't take long.
I'm sure if they were feeling really put out they would just buy some - it's no secret!0 -

i use a watering can with 1-10 degree water, the snow and ice melts away instantly.Target Savings by end 2009: 20,000
current savings: 20,500 (target hit yippee!)
Debts: 8000 (student loan so doesnt count)
new target savings by Feb 2010: 30,0000 -
