How do you know that the payment should have been made on that date? Do you definitely qualify for the payment?

The Met Office have notified the Department for Work and Pensions that 1 period of very cold weather has occurred in the PH1 postcode area between 1 November 2009 and 16 December 2009, triggering a Cold Weather Payment.
If you have qualified for Cold Weather Payments since 1 November 2009 and live in this postcode area, you should have received 1 Cold Weather Payment.
Date of Cold Weather Payment for postcode PH1: 14 December 2009 and yes i qualify am on is and dla hrm

Okay I shall try and make my original post a little clearer as it seems people have misunderstood what I was asking - although thank you anyway:

My husband is long-term sick (6 years now) and NOT a pensioner (sorry, omitted that from first post) and only receives the higher rate of Income Support which applies after 12 months or more of continuous sickness/disability. What I wanted to know was does this higher rate count as a "disability premium"? Our fuel costs are currently around 15% of our income and, given how cold it is at the moment, it would be nice to know if we will get cold weather payments (NOT winter fuel payment - we are not old enough).

I am having real trouble finding out this information - the DWP site only gave the information some have already quoted and the email I sent to JobCentrePlus directed me back to the DWP site - even though I had told them the information there did not make it clear. I have tried to ring a couple of times but cannot afford to hold on for ages to get through.

There is a major problem with being considered "sick" as opposed to "disabled" - most extra benefits only seem to apply to those who are classed as "disabled" - my husband has a heart condition plus a couple of other medical conditions, all of which he is signed off for, currently for at least another 18 months. However, having looked at the DWP site, the government themselves do not seem totally clear on the subject of sickness/disability and it seems that sickness can be sometimes classed as disabiity - which is why I ask the question.

If anyone knows the answer to this I would much appreciate it.

well today is only 22nd, it does take time get the payments organised and letters issued, as they have to ensure that the letters arrive first before the payment.
