Can't remember their name but there's definately one ppc which does this, was related to highview somehow. Anyway since when has being against dvla rules stopped a scammer, also since when has dvla turned down £2.50.

DVLA rules changed at the end of November and supposedly got a lot stricter on who can obtain details.
Don't know how PCN-UK LTD are still getting the info. They don't appear to be members of any recognised trade association.0 -
Surely what Ranger Services are doing MUST contravene the DPA?!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

one answer could be if he knows another parking firm thats actually registered with bpa and able to get details from dvla, he may be paying them something for him to get the details for him. he will find away somehow low life scum allways get to fiddle the system some how.

We can complain to the Information Commissioner about misuse/misdistribution of our own data (individuals can do so under section 42 of the DPA I think):

Quite seriously, I don't see why we cannot complain, as registered keepers of cars, about the provision of our information to companies where any info they claim to 'need' is in fact about the driver (i.e. they are asking for info about the wrong person, and they know it, which is outside of the BPA code of practice and IMHO quite possibly breaks the DPA?).
I also tried to link here some info about Ranger Services but their site is password only. But if you google them the result shows a snippet of blurb stating that they have a 'contract with the DVLA'. Maybe a complaint about that contract from a few of us - even though we haven't seen it - would get the Information Commissioner having a sniff at it?PRIVATE 'PCN'? As I understand it, a PPC does not need to be a member of the BPA to obtain vehicle keeper details - if they apply individually in writing and pay their 2.50 fee. The much vaunted "tightening up" announced by the government only applies if you want on line access to the DVLA database. Then you have to be a member of an approved "trade association" eg the BPA.
Incidentally although the BPA is treated as a trade association by the DVLA, when someone complains to it about one of its members, it claims it is in fact only a member services association and therefore has no sanctions over how its members behave....0 -

I still think what Ranger Services are doing needs a complaint or two to the Information Commissioner. Surely it cannot be lawful to circumvent a restriction the DVLA have on who is entitled to obtain data, by just using a middle-man who then passes that data on to those who are not allowed it?PRIVATE 'PCN'?
