Then how do they get to the bank, with a couple of screaming kids and no bus fare?

if they would have let the have their £8 last time they were at the abbey they would have enough for both

That is true it annoys me when people go into the bank to withdraw £20 or £50 when they can do it at a ATM which is why they are there.

Can't remember the last time I withdrew cash over the counter.
It was probably more than 20 years ago.

Seems a very sensible policy to me and agree with opinions4u that the level should be set at whatever the daily cash machine limit is.

its because they are far to set in their ways to use them!
    For everthing else there's mastercard.
    For clampers there's Barclaycard.

I take out £30 a month in £1 coins to keep in my car for parking (I do a lot of driving/parking for work and need the receipts) and have never had a problem getting it out but that's with Nat West.

I do agree that if its your money you should be able to have access to it how and when you want. However, the banks are offering a service, if you don't like it, vote with your feet and move to someone who gives the service you require.

Could you perhaps paint a clearer picture of this heart rendering situation?

So far from what you've said I've got the following situation... Mother on benefits with screaming kids makes a trip to her local Abbey. This Abbey appears to be in the middle of no where, with no shops local that accept debit cards. She either walks, or buys a single bus fare to get there. The "crooks" at Abbey refuse to pay out the £8 over the counter. Starved, with screaming malnourished children, she walks home defeated back to the 18th Century village from whence she came - at no point during her trip does she pass a shop that accepts debit cards.

So, now I've put my violin away, let's be realistic: your example is nonsense.
Anything I post is my opinion, so from time to time I may be wrong. I try to provide answers based in fact, however I don't know everything, so (like all posters on MSE), take what I say with a pinch of salt.

it doesnt take too much working out even for someone with a limited imagination
you get x amount of benefit per week its not a round figure . take out any direct debits or payments made on debit card for household bills . you may not have more than £30 left to remove from the atm and seeing as benefit is the minimum amount the government reckons you can live on every penny is needed . so not being able to get at it is going to cause problems

If there really is a problem, which I doubt, the solution is to change to a bank that provides the required level of service.

I've proposed a solution which you have as yet been unable to successfully counter argue. It appears you have the "limited imagination".

The minimum withdrawal for most ATM's is £10, not £30. This only becomes an issue when someone has less than £10 in the bank.

I encountered this "new" rule today. I have black outs and don't like to use cash machines because of the risk of having my cash and card stolen should I black out at the machine. It has happened to me before at the ATM outside the branch I was refused today. It is much safer for me to be able to put my cash, card and purse away in my bag in the branch before I leave.

Today I wanted to take £10 out to do my weekly shopping. I was refused by a staff member and the manager, despite explaining everything to them (and the manager knowing me from the incident) on the basis that it is "policy". This is despite the fact that there were 3 tellers, 1 manager, 1 guy on the floor and me in the entire branch! I explained that I specifically avoid busy times etc, but he still wouldn't budge.

I have a basic bank account so no debit facilities - not everyone has a debit card - so today I couldn't do my shopping. Basically I now can only go out to do bits and pieces if I don't need to go to the bank or I need to carry more than £30, which I don't like doing because of the times I've had my bag pinched.

Surely there must be a way for managers to use their discretion for customers who require counter service?

His statement that I could just get someone to come with me is true enough, but I'm 28 years old and I require enough help in my life. Taking a cab, going to the bank then the shop and a cab home is one of the last independancies I have left and I don't particularly want to give it up.
