Maybe the OP would like to clarify which part is the 'rip-off'.
The charge by the Co-op for adding words or the charge by the Council - or both?

did you check with other companies?
have you spoken to either the Co-op or the council to ask what the £59 actually covers?

I've no idea whether this price is 'reasonable' or a 'rip-off'.

As I've never been in the unfortunate position that the OP is in, I can't say what price I would consider expensive or a rip-off - but I would have probably asked the Co-op how much it was going to be and, if I thought it was expensive, queried it beforehand.

If you are not, what exactly does calling someone "to dense", actually do to enhance your point of view ?
