It seems you DEFINITELY do pay Caxton £1.50 to buy Ryanair tickets in the UK. I had this correspondance from Caxton only yesterday morning:
"Firstly, the card I would recommend for you since you are booking Ryanair flights quoted in Sterling, is the Caxton FX Global Traveller Card. When you use the Global Traveller Card, you will incur a flat fee of £1.50 per transaction. This means that a family of four booking return flights originating in the UK would pay £1.50 only. This charge is levied by Caxton FX not Ryanair".
However, it seems they are very quick at uploading the funds as they went on to say:
"You absolutely can apply for the card now even if you will not be using it until later this year. Once you have loaded your card, the funds are ready to be used within 2hours. These funds do not need to be used straight away and it is fine to leave them sitting in the account, as there are no charges and no dormancy fees. If at any stage you would like to transfer the left over funds back onto your debit card we can refund any amount over £10 back to your account, for a fee of £1.50.

In that case from 1 to 3 days, I think. I suggest you to put on Net+ more than you need and then if you have excess on the card, you can use it at any point of sale without comission where MasterCard is accepted.

On the subject of Bank transfers, I transferred money from my Halifax Current Account, for free, on-line, on Monday 14th Dec.
My Neteller Account had those funds available on Tuesday 15th Dec. (actually at 10:10 in the morning!!)
So this is no biggie.
Also, as has been said by Lehman below (or above), putting excess funds into your Net+ Account is probably the best course, as you can use the card for POS transactions, for free.
This also would have the added benefit of ensuring that you will actually have transactions on the Net+ Card, avoiding the Inactive Administration Fee, shown in this excerpt:Question

If you do not use your NETELLER account for 14 months you will be charged an Inactive Administrative Fee up to $30 USD. This fee will be charged annually until you use your account or the account balance reaches zero. Account use is defined as any deposit, transfer to or from a merchant, withdrawal or Net+ Card purchase.
Your NETELLER account will not go into a negative balance. If you use your account prior to the 15th of the upcoming month the fee will not be charged.

my fund were transferred immediately from my account into neteller's account - the only problem is I can't access them as i haven't received my card yet so in a way it's immaterial how long it takes for a new user.0

Do you have a Virtual Net+ ?
I know there are probs with this version on Ryan Air, but you could use it straight away for other on-line transactions, also, they are trying to work out a resolution to this.
Also, my Net+ Chip+Pin physical card arrived within a few days of ordering it on the Neteller site. With the PIN number separately posted.0 -

Caxton have confirmed you are correct, there is a charge of £1.50. They had earlier stated that booking with Ryanair would be fee free. They now say that was a mistake.0 -

I think the ICE card is still probably the best then, 2% to load and no charge for purchases.0 -
on various ryanair bargain offers entropay had been mentioned as a good way of saving on fees as its card goes through as visa electron . be wary !! i was charged £ 2.50 for not using it again for six months and for each month thereafter . you then get charged £ 3 for cancelling your card !!
£8 fees for one purchase !!0 -
