I know your situation is a tough one but hope you get to where you want to be.0 -
I don't want to get into who gets DLA and who should get DLA, (my experience is that those that need it generally get it, and those that get it are entitled to it, usually) - although it might be a struggle to pursue the claim! - but it's fairly irrelevant to DLA Unit WHAT the cause of the disability is - DLA is paid for what NEED is there (care or mobility).
I would advise anyone turned down for DLA to appeal, and to contact a welfare rights worker (via the CAB) to help them with the form, and to also make sure that any GP and consultant you are involved with is willing to support the claim.
As for the OP's original question, councils will help people move area, because of disability and the need for extended family help/support - but, generally speaking, unless the person is in reciept of a fairly high award of DLA, (middle or high rate care) they won't - they only help the most disabled, and even then, it can take a few years.
As a start, I would advise getting some professional help and make a fresh DLA claim.
