Sorry to sound thick, but the link you gave seemed gibberiesh.
Is BER where if you buy a new car, you can take it to any garage to be serviced and still keep the warranty intact?. Is that what this is about?.
If so, I do support it. Is there an online petition on the number 10 website or something so I can sign to support it?

BER/Block Exemption is due to run out next year - and yes it does mean you can go elsewhere for servicing whilst under warranty. When it runs out it seems that the manufacturers can also hold back on diagnostic/technical information too, meaning when out of warranty you may be forced back to the dealerships anyway if the independents cannot get hold of the data anymore. You can imagine the prices too.....
It will not just affect independents, but it will have an impact on motor factors too and companies that manufacture parts and so on...

On behalf of the company I work for, I've downloaded letters from the r2rc site and sent to our MP and MEP's (we have seven for our area!!!) and of course, we've all signed the petition - ages ago.
