I've just reported all the rest of his listings (8 in total) where he has listed items as BNWT but bought them used, giving the link to the original purchase!

Enough policy breaches and this scumbag won't be able to sell on eBay anymore :D

I'm still deliberating whether I think Paypal are even that helpfull.
I had problems with seting up my account which was soon fixed, but recently I 'bought' £25 of itunes vouchers for £20. The vouchers never turned up and the ebay seller has since shut down his account and is no longer a valid seller.

I had to contact paypal as you can't same a complaint about a seller who no-longer has a valid account, have been waiting nearly 3 months nothing has happened.

Can you not just ask him to send the item back to you if he claims to have received it as you have already paid him for non-receipt?

He's not going to do that - he bought it to sell it on - it's already listed. His antics would probably have gone unnoticed if he wasn't so greedy wanting it for free!

Is it still listed? Could one of us buy it, then claim it went missing (sending it on to the OP, obviously)? I for one know that my postie doesn't get me to sign for Recorded stuff anymore, as I receive so much of it...

Then presumably your postie is good enough to sign on your behalf so it would be him who risks losing his job if you claimed it never arrived.

I don't know why paypal told you that as holding an ebay account has nothing to do with paypal. Assuming the voucher was a tangible good and seller couldn't prove delivery , and assuming you opened the correct paypal claim I would appeal their decision and make a formal complaint.

That's what I thought. Postie does you a favour, and you get him a disciplinary warning in return...
