I've asked him to pay me today and he has basically said he cannot do this as he has no money in his paypal account and I should wait 3 days when he should have some money - what do I do now?
You could point out that he's made plenty of sales in the past couple of weeks!

Surely he should also be registered as a business seller
Unfortunately he is registered as a business seller, or I'd have reported him for that too
He is buying to sell, but why on earth he is doing it on the same account I don't know

As you have his details, I'd report him to the benefits cheat line on 0800 854 440, he's bound to be falsely claiming IB or the like.0

Won't royal mail flag up a suspicious high amount of mail that has gone missing to his address?0

I think once you get paid and get feedback you should send him a link to this thread - let him know alot of people have noticed his dodgy ways and it might put him off doing it in the future. It's so dishonest to be ripping people off by claiming it didn't arrive, and then ripping buyers off by claiming its new. Plus he's giving you the run around by not paying when he clearly can afford to pay for it out of his sales money.0
