The local govt area in which I live is within Greater Manchester - but the correct POSTAL ADDRESS is Lancashire.
I lived and worked in Surbition for 6yrs and if memory serves me right the postal address for home and work was - Surbiton, Surrey, KT6 ....
Perhaps the OP could clarify whether they give a flying flook whether they're really in Surrey or not?0 -

Wikipedia tells me that the Royal Borough of Kingston upon Thames is a borough in south-west London, but Kingston is the seat of Surrey County Council and is part of Surrey for postal purposes.

Because that is the correct postal address - don't take my word for it, look at what the post office say is the address for their main Crown post office there.

The OP asked for cheaper areas of Surrey & was given a list of places in various London boroughs.
The address thing is a historical hang over, as is Surreys County hall being in London & Surreys cricket ground being in the Oval near Brixton.0 -
