Well i guess Cilla should text him but my intuition tells me they will never see one another again , it sounds like its got to the stage where its simply not worth it anymore . If for sure would move on .0

I wouldn't expect him to mention it in the text anyway. The fact that he didn't does not mean he's a scam artist. Anyway we are only told that she isn't enamoured. Unless she actually detests the thought of seeing him again, I think she should meet to give it another go. It would also give him a chance to 'clear his debt'. But I half expect that he would do this by paying for this date upfront, not by handing her £20 which seems a bit clinical.
But if she truly doesn't want to see him again she should tell him - and certainly not demean herself by asking for the cash!0 -

Why should HE have to pay anyway? Being fair, it was 40 quid for the two of them, so effectivly 20 quid each.

She doesn't particularly like him. She should just text and say "No thanks" maybe he will feel guilty and ask where to send his share of the bill.

If she meets him for another date then she runs the risk of having to pay again for the pleasure, and if she's not that enamoured with him in the first place...I'd cut my losses and leave it. If she thought about it she would probably pay £40 not to have to go on a date with him again so it's no big deal if you look at it like that!
If he's dead keen, he'll no doubt text again and if he's wondering why she hasn't answered he may even remember he owes money and find a way to get it to her.
Chances are he won't remember and she won't get her money back...which leaves her with the decision of whether to be the bigger person and not mention it to her friend who set her up on the date, or dish the dirt and at least have a good moan about having to pay!0
