The driveway is on private property with full access given to the public does that help.
Well if it is a public place under the RTA look foward to your points for failing to report the accident to the police. Just so you know Chippy Minton just to keep you right, I sought legal advice and I am fine not reporting the accident but I will go to the Police and ask also and let you know just so you can stop scare mongering.

Failing to Report an Accident (AC10)
The Offence
Being the driver of a mechanically propelled vehicle, owing to the presence of which on a road an accident occurred whereby personal injury was caused to another person, and not having given your name and address to a person having reasonable grounds for requiring you to do so, failed to report the accident at a police station or to a constable as soon as reasonably practicable and in any case within 24 hours of the occurrence of the accident.
Maximum Penalty
6 months imprisonment and/or fine not exceeding Level 5
Endorsement with 5-10 penalty points
Discretionary disqualification

Have to say I'm with you. You know I am not doubting you but I think the requirement to report it to the police within 24 hours is if details are not exchanged. When this happened I specifically asked the insurance company if they wanted me to report it and they said no, I did not have to report it but I am going to ask the police there advice in the local police station and if I have done something wrong then I will suffer the consequences.What goes around - comes around

I have been involved in a road accident. Do I need to report the matter to the police?
There is no legal requirement to report all road accidents to the police.
Section 170 of The Road Traffic Act 1988 states that if you are the driver involved in a road accident YOU MUST STOP and give the following details to the other persons involved- YOUR NAME & ADDRESS
- NAME & ADDRESS of VEHICLE OWNER (if different)
- REGISTRATION NUMBER
- Your VEHICLE INSURANCE details

If any of the above conditions are NOT met or the accident involves injury, YOU MUST, as soon as practicable, REPORT THE ACCIDENT TO THE POLICE, in person and in any case within twenty-four hours.
