    Depends how you define 'fleecing' I suppose.

    Here's one definition:

    Fleecing:

    informal
    obtain a great deal of money from (someone), typically by overcharging or swindling them.

    "the city's cab drivers are notorious for fixing fares and fleecing tourists"

    Motor guy was arguing that volunteering is not work and therefore Dave was defrauding the benefits system by volunteering instead of working in paid employment.

    I don't think anyone said that the act of doing voluntary work in and of itself is defrauding the benefits system.

    I'm not taking sides on this one because it seems like a grey area to me. If Dave is doing unpaid work that benefits society more than he could in a paid position then there is an argument that he is doing the right thing, morally. On the other hand, if it is fraud to claim benefit while not seeking paid employment, then there is also an argument that he is doing something wrong.
