You're not listening - the reason they declined you is because you're too high risk! This means long before anything to do with the CRA search they had decided you were not applicable for their card.
The 3 steps used to determine credit isn't a 3 step process such as step 1 to step 3 - its instantaneous and is all linked together. They would have seen the public data (i.e. the b/r) and the data you supplied (job/salary/address/electoral register etc) and between this came up with a score that you fell short of. had you met the score then chances are the credit ref data would have got you cos the defaults would have made the negative decision in which case you'd have then been declined due to adverse data.
