reminds me of the time i had a phone call from someone claiming to be from "the water company" (couldn't state the name) demanding to know who lived next door. I said i don't know; good bye. Very strange.
BTW I rang the water company and they admitted that they do, do this!0 -

They were probably fraud investigtors conducting a 'Living Together' investigation and wanting to know whether you and your neighbours regard her and the alleged partner as a couple that live together. Anything that you would have said would have been marked as sensitive and won't be used in court. If you would have been willing to give more information they would have asked you whether you would be willing to sign it in the form of a witness statement and attend court if necessary.
