I believe the police have a 'blind eye' police to the Haworth car park. What they appear to be saying, is that because a disagreement of 'charges' is a civil matter, so ANY unlawful attempts at cheating people or aggressive, threatening methods of recovery are ALSO civil too - even if the money demanded is following slick practice, trickery or pure deception? I doubt that they would take this view in other settings!
Don't underestimate the effects of shock to an elderly person - it could even kill them. This behaviour 'feels' like robbery to a careful pensioner - because it is!
On their website - the police warn people not to leave valuables in cars in the car park - even though there is no incidence of theft there! However, they make no reference anywhere (even on the website) to the fact that people are being fleeced and cheated! Individual officers do loudly claim that people ARE being cheated at the Changegate car park but the police force will not 'officially' admit it - I presume because if they admit it, they may have to do something about it.
I believe this is a significant dereliction of duty by West Yorkshire police. A simple low budget sting operation would crack this monster. If West Yorkshire won't touch him, then an outside force should be brought in to do the job.
I wonder if complaints of police in-action to the PCC might initiate an investigation in to WMP policy!0 -

Myself and wife, both in our 60s, went to see our grandchildren in their School Nativity play at Haworth Church today 15th Dec 11. We parked up in this [EMAIL="$%?@+"y"]$%?@+"y[/EMAIL] car park. We had a few minutes to spare so wifey nipped into the Gift Shop opposite while I waited in the car. Within 5 mins and as I was getting out to go to the pay machine, the THUG appeared from nowhere and BANG! the clamp was on. No reasoning was going to help my situation, just £90.00 "gets it off". STAY WELL CLEAR OF THIS EVIL PLACE AND THE TURD THAT WAITS TO DROP ON YOU! YOU HAVE BEEN WARNED. He has to be the most hatefull man in the UK.0

Such "blocking in" by use of a barrier is specifically allowed by the current version of the protection of freedoms bill.
Check Clause 54(3)
