  • There is siginificant unrest in the village of Haworth, as people begin to count the cost to the area of their association with the law flouting operators of the Changegate Car Park. The police seem at last to be getting itchy over the problem - they are quite exposed after years of inactivity. There is a video now on YouTube which you can find by simply putting Ted Evans and Car Park into the YT search engine. I think Money Saving Expert followers will be astonished to see the grubby people involved in this scam and wonder why it is taking so long to deal with, when as others here have pointed out, fraud is taking place in this Haworth people trap. It's brilliant that Martin's site has given this topic a good airing through this thread and others.

Evans may have dirt on the police or other authorities that he would use if his position was threatened, "funny handshakes" may play a part

Yes, I wonder what would happen if you parked on the queen's highway, blocking the entrance to their land?

I too wish I had been aware of this sooner - clamped for not parking within a bay when my wheel was on the white line, despite the fact that there was no bay at the side of me - I offered to pay the ten pound which was the maximum they could have made from one space in four hours - the guy was intimidating rude and vulgar in his attitude and behavior towards me. I was charged ninety pounds, I was told their card machine wasn't working (most likely because they're crooks and don't have one) the local pubs cash machine was out of cash and so I had to walk over a mile to the only other machine in the village. Leaving my car in the car park in fear that they would tow it away.

They had clamped 7 cars - thats 630 quid. Two cars had been clamped because their tickets appeared to have expired. when they explained this was because the pay and display machines clock had not been adjusted the guy reset it in front of us all and laughed saying that it was right now!

I was also told by a colleague today that her mum had used the car park - asked the guy as she left if she was okay as she was 'tight' in the space, he assured her she was - then when she returned he'd clamped her anyway!

I've looked at numerous forums and this seems to be all too common, crazy reasons like tickets being displayed on dash boards instead of stuck to a window - and the complaints forms say they are allowed to charge a 'reasonable fee' for release of the clamp - i can't see how the costs incurred amount to ninety pounds.

It's bullying tactics and I'm astonished the law can allow them to act in this way - we called the local police officer who was clearly used to this happening time and time again. He was very polite and acomadating - but the upshot was there was NOTHING we could do but pay the fine!

I am now going to contact Look North and Calandar in the hope that they will cover the story and warn visitors to Haworth as the christmas weekend events approach. I love Haworth but this incident has certainly put me off visiting - as previous posts have suggested the traders and locals of the village could act against such a violation occurring so regularly within their community.

ID URGE ANYONE ELSE WHO HAS FALLEN VICTIM TO THIS TO CONTACT LOOK NORTH AND CALENDAR - THE MORE COMPLAINT THEY GET THE MORE LIKELY THEY ARE TO COVER IT.

At the end of the day he's a former Magistrate he knows the law inside and out...

Personally as I've said before I think the tax office should be investigating him as the day we got clamped he'd clamped two other people in the same ten minutes. £270 cash for 10 mins work. He then reading this and other forums got others that day too. If he does at least 10 people a day that's £900 a day, £6300 a week, £327600 in cash a year.

There's not point writing to look north they've already highlighted the problem and the police have to bow down to him. This has been going on for nearly 10 years so nothing can stop him, though I still think they should have signs more clearly visible rather than just in the shop windows which you don't see until after you park.

I thought about writing to the local MP and emphasising the threatening behaviour in which they demand you walk to the local cash point but then I thought what's the point he's acting in the law and he can and has got away with it for a very long time despite numerous protests and letters to all companies involved.

Of course(hopefully) private clamping will be outlawed in the very near future. That should clip his wings a bit.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?

and there's the rub for our ted: clamping outlawed soon.

for all the squealing like schoolgirls from ted and his type clamping will soon be history.

so what's ted to do? does anyone think that his monkeys will ticket, then wait for the driver to appear, accost him/her with soothing intonations ('pay now. pay now. we know where you live. you better find the money from somewhere or the boys will call round to break your legs')? lone women, the disabled, the elderly: all easily clockable along with their vehicles, all variously vulnerable. after sliming a ticket on the screen all the monkey has to do is wait for sight of the driver and return to the 'offending' vehicle like a dog returning to its own vomit, with well-practised threats.

I wouldn't put anything beyond this species of northern pondlife.

Exactly. My fairly extensive experience of JP's is that many think they know the law but are actually entirely reliant on their LA to keep them in check. Even after a considerable time on the bench they're still making what amount to pretty fundamental mistakes.

Don't forget that most JP's sit only once a week and then just for a few hours and although they will have a commitment to monthly training the net result is that they learn more about legal theory, procedure and sentencing policy than they do about the "operational" law itself.

My feeling, if it was suggested that someone in a similar position was "a former magistrate" would be "So what?"

I suppose the trouble here is that this is Yorkshire. As they say "You can always tell a Yorkshireman but you can't tell him much" You'd have thought that some another similarly erudite local would suggest that he sling his hook so the rest of the village can get on and make a living.
My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com
