It's winipcfg, if it's not there, you probably need to install tcpip
see the bit halfway down this

Configuring TCP/IP
It is possible to do everything with a keyboard, without a mouse, just harder work
why can't it take usb ones?

I was in the same situation with my oldest laptop running W98. I bought a memory pen but I would have had to download a driver to get it to work on W98 and I wasn't very au fait with these things so in the end I transferred all the data on floppy disks - which it used - and then bought a portable floppy drive which I then connected to my (then) new XP laptop. Job done.Be careful who you open up to. Today it's ears, tomorrow it's mouth.0

I have tried usb ones before and it wont accept them. I dont understand how I can view things when a keyboard is installed because there is no monitor connected.Thanx

Take the hard drive out of the win98 PC and fit it as a second drive to your new PC.0

IN that case you have to download drivers so that W98 can take the pens. I don't know if you still can, as when I went through all that was about 5 years ago.
I've just googled and found this, which might help you:

Hopefully someone more knowledgeable than me will come in here soon.Be careful who you open up to. Today it's ears, tomorrow it's mouth.0
