IP blocks are often a simple layer which to someone motivated is extremely simply to circumvent in an open network like the internet. Closed networks, like business networks, have finite entry and exit points thus giving total control.
Think of it akin to someone blocking your home phone calling them. What do you do - stop, or go to a phone box?
