Well, the situation isn't great, but it's not the end of the world.
OP could insist the watch is returned if they don't wish to partially refund.
This, of course, assumes that OP can prove receipt of the watch in the first place, with a valid tracking number. (Just in case the buyer opens the wrong kind of dispute...)My TV is broken!

I had this the other weeki normally put in my listing that i dont ship out of the UK but i forgot on thi oneand they wanted it hipped to china, they didnt pay and were waiting for me to contact i did and said i was not really prepared to ship there as it wa listedon the UK site and also had no international postage the buyer was in contact until i said i will not post out and put in a mutual withdrawal but he hant answered yet, lesson learn for me. always put uk only sale in the listing.If i upset you don't stress, never forget that god aint finished with me yet.0

He has now emailed me some pictures of the mark which to be honest i didn't even notice. If the watch goes back to Rolex for a new dial i suspect they will service it and polish it making it more valuable. If i ask for him to return it who pay's the postage costs?0

When you refund the paypal payment the fees are returned with it so you and the buyer are both in the same position you were before the transaction.
You still have to pay the ebay listing fees but there is a chance that the buyer might agree to a mutual to recover the FVFs.
Also whilst you only have to refund the original payment made to sotp a paypal chargeback, it is good business practice to refund the return postage as well for damaged goods.
