I wouldn't say that. To justify a job requires a detailed business case to go to the sec of state, proving that the financial outlay is business critical for the department. it's extremely unlikely there will be any jobs at aa - heo level that are considered business critical.
Bear in mind also that as parts of the civil service start to lay people off there will be hundreds of people on aa - heo grades surplus to requirements. if departments need additional staff they will be expected to take them from that pool of people, to avoid redundancies.
And yes a FTA contract can be terminated early but only in the same way as a permanent case - ie by proving that it is a redundancy situation.current debt as at 10/01/11- £12500 -
Whilst I generally accept what you say regarding supernumerary staff moving to alternative departments where vacancies exist. This may well be the case in towns/cities where there is more than one department. But in the case of Job Centres many of them are in small towns which do not have other Government Departments. Therefore if the nearest place which did have other Government Departments who were making say AOs redundant was say 30 miles away, then it is debateable whether AOs would be able or willing to travel the 30 miles to take up these posts - I thought AAs/AOs were non mobile grades!0

I wish they would make their minds up what they are going to do with the FTAs. Been offered another job, which whilst is a brilliant job, the wages are really bad. Do I take it, or if I do will I regret it if they keep the FTAs at the end of November !!
