Just to update that in spite of submitting evidence to support my appeal with POPLA, it has failed. Is that a surprise? Briefly, I was sent the PCM (UK) Ltd submission which included the photographic evidence I had been unable to access on their website. On the basis that I had not had prior access to this I sent an email to POPLA to support my appeal. One photograph had a time attached to it and that showed that it was later than the time on the expired ticket. However, this photograph had been taken with a mobile phone and I contested that this should not be used as an accurate time as it was unlikely that it had been synchronised with the clock on the ticket issuing machine. The fact I had been unable to access the photos on the PCM website was my fault according to POPLA and I should have taken it up with PCM. Surely, if they give a weblink stating the photos are available then they should be? This was one rejection. The £10 I offered to more than cover a minimal late arrival was rejected as it was not considered to be representative and finally, once I had received the submission that PCM submitted via POPLA I responded as it did contain the photos (see above) but I didn't send it to PCM as I was unaware that I had to and this was also given as a reason for rejecting my appeal. Anyway I've now been given 14 days to pay!!! On this experience I really don't see that POPLA is remotely on the side of the motorist.0

You don't have to pay this, despite a POPLA rejection.
They have been rather naughty if they've stated that you do have to pay.Je Suis Cecil.0 -

POPLA is a kangaroo court run by a board member of the club of scammers the BPA.Be happy...;)0

The popla decision is NOT binding on you, it's a shame you didn't get a defence from here instead of using your own. The only way this company can force you to pay is to take it to the small claims and win. This is highly unlikely, but if they do try please please come back here for help.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

OK, hindsight, as usual, is great but I was incensed when I saw they had used a mobile to actually record the supposed time. I felt that was a defence as it was inconsistent. I won't pay it and I will also investigate what right POPLA has to instruct me to pay within 14 days. I didn't think that was their remit.0
