    Hello All,

    this is pretty fresh, came back to my car from an early morning meeting could see the warden writing something. He mumbled something as I got in the car. I just drove away. He didn't attmpt to put anything on the car or hand anything to me. No-one else prevented him from doing it.

    Will Rule 5 of the appeals process cover me, if I do get something through the post?

    Maybe I'm misinterpreting it?

    So does the penalty by post mean that if my ticket has expired and the warden has started writing it out but not issued it to me or stuck it on my car it's still valid?

    Do you mean this?

    The penalty exceeded the amount applicable in the circumstances of the case
    For example you are being asked to pay the wrong amount for the penalty charge, no penalty charge notice was issued or the Notice to Owner was served on you more than six months after the alleged contravention took place. Authorities can sometimes have longer than this period, for example where there was a delay in obtaining your details from the DVLA or a Statutory Declaration has been made.

    Yes, if the CEO was prevented from serving the PCN, because you drove away before he could put it on the car or hand it to you, they are now allowed to subsequently serve the PCN by post.

    What was the ticket issued for, could be other things you can appeal it on!

    My ticket must have expired about 4 minutes before I drove away. So the reason, much to my chagrin, must be having an invalid/expired ticket?
