The BPA reckon that at least 30% of suckers pay up without question. What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Yes it is free parking it was the last sunday before christmas the place was heaving + after the amount of snow we had in previous weeks they had cleared the snow in to large piles in some of the parking bays cars were parked in odd angles etc........
Oh look, it's free parking, any damages for you 'trespassing' is zero.
Gotta love snow and the snow-storm of fake tickets for people not parked in marked bays, it's a bit hard to see where the faded white lines are when the entire carpark is white now.0 -

Probably vehicles which are owned by companies whose fleet manager pays anything which says invoice on and tries to pass the bill onto the driver.
It's like insurance companies paying out on jumped up bills from "legal" companies without questioning the cost.0 -
Do we have idea of how many nationally operating PPC's there are? LOTS
Is it a profitable business to be in? AT THE MOMENT IT WOULD SEEM SO, OTHERWISE THEY WOULD STOP Do most people just pay up? DON'T KNOW, BUT ENOUGH TO MAKE IT WORTHWHILE.
What's the food chain - how does the guy dishing out tickets get paid? IN PEANUTS OR BANANAS.
How do the Roxburghes and Graham Whites of this world do? USUALLY A % OF ANY MONIES RECOVERED
How does the client PPC relationship work? Who pays who? USUALLY PPC DOES IT FOR FREE OR £30 PER SIGN OR SOME SUCH
...scumbag operation....YOU'RE NOT ALLOWED TO CALL THEM SCUM.

Hi all,
First post and I am prepared to be shot down if I am covering old ground!! Thing is, I am a law graduate who worked in Trading Standards for about 20 years and, while I will readily admit to being rusty (I have been doing other things for about 15 years!) I am struggling to understand why these organisations have not been persecuted out of existence by Trading Standards and/or the Police.
I received a "PCN" from Parking Eye in respect of one of our business cars that was parked on a Welcome Break car park because we were delivering a course there (for Welcome Break) and my first thought was that there just had to be one or more deception offences under the Theft Acts. After some thought (and a quick update) it also seems that there would be offences under section 2 of the Fraud Act 2006 that would be easier to establish. On top of that, the paperwork doesn't seem to comply with the requirements of the various Company Acts or associated legislation (the Business Names Act springs to mind) when it comes to disclosure of information regarding business ownership.
Does anyone have nay idea whether this has been covered in the past and, if so, what happened?
Cheers.

I assume it is because the powerful retail lobby enjoy having their car parks patrolled by these bounty hunters without it costing them a bean. The number of laws broken by PPCs on a regular basis are too numerous to mention, misleading trading names, incorrect use of the words 'fine', 'penalty', 'bailiff' etc. Anyway, people are wising up to their little 'enterprise' and they will be out of business soon. Shame!Still waiting for Parking Eye to send the court summons! Make my day!0

Police? "Well its a civil offence sir " this is the stock reply even when blatent theft has taken place, just read up on the LBS thread. To be fair LBS have been taken down by the BIB but they are a very rare case.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
Just remind Excel parking of this name.
Victoria Hetherington, and Mansfield County Court

Out of curiosity, if these companies don't take people to court, how come Excel seems to have done just that, albeit back in 2008?
I had a 'ticket' from Civil Enforcement Ltd in September and I have now had all six letters from them and Newlyn. I'm gutted that I won't be hearing any more from them or has someone had further letters that haven't been photocopied on here?0
