Yesterday I parked my car at above car park and on return I found my car was not there and got worried if it is stolen.
But to my surprise there was a notice in the corner that this is a private car park and you could be clamped. There was no notice or any indication that the car has been towed away to a car pound. After ringing the number shown on the notice board I was advised the car has been taken away and to release the car, the cost is £395 and for each day a storage charge of £35.
The company is called CES Services Ltd based at Edmonton.
Please advise if it is legal to charge so much and is there any ground for me to appeal.

Sounds like your car may have been stolen by CES Services - call the police0 -
Still at the scene with the clamped car?
Clamping firms must be registered, always check, if not call the police.
To clamp or tow your car in England and Wales, the individual doing it must be registered with the Security Industry Authority. If they're not, both they and their employer have broken the law. Any landowner that employs an unlicensed clamper or tow-away firm is committing a criminal offence. It is illegal for private companies to clamp at all in Scotland.
Once the clamp remover arrives or you reach the car pound, ask to see a licence from the SIA. It is an offence if they do not provide you with a 16 digit SIA licence number, which should be on the front of a licence. You can check the number is legitimate on the SIA website or by calling 0151 243 3701.
If any offence has been committed, demand your vehicle is released without charge immediately. If it's not, don’t be scared to call the police, as a crime has been committed.
If there is a licence
If the individual has a licence you can try to bargain or negotiate with the clamping firm, but if it doesn’t budge always gather evidence and when you pay, make sure you get a receipt that contains:- The location where the alleged parking incident occurred
- The person’s name and signature
- Their SIA number
- The date
Can I fight them charging in the first place?
If you really want to fight the clamping, the nuclear option is to apply to the local court for an urgent injunction compelling the clamper to release your vehicle. If granted, it’d then be for the clamper to sue you for their charges, if it can be bothered. Though the court could grant the injunction with the condition you pay the charge to the court, pending a decision whether you’re liable. This is an extreme situation and beyond the scope for most people.
If you can’t afford the charge the only option is to negotiate with the car pound or landowner. Technically, there is no leeway and your car will eventually be crushed (and it may still try to make you liable for the charges) yet some kind-hearted official may help you. If you get no joy urgently contact Citizens Advice for more help.
Notes taken from moneysavingexpert website.
If you do eventually pay, as stated pay under protest on a credit card, then immediately call up your card provider and state this. They should refund your money.
Look at this google search.I all have learnt is from others on many sites.

I see... clear as mud.
But (pardon my ignorance), what is the difference between the owner and the registered keeper, in technical terms?
Interesting distinction! Hindsight is a wonderful thing...

The owner is whoever has legal title to the vehicle, the RK is the person whose name is on the registration document. For instance if a car is on HP it belongs to the finance co until paid for, but the person buying it is the RK.
The point of my post however was that in the case of private parking an alleged contract could only be with the driver at the time, however much PPCs like to claim that the RK is responsible. The DVLA does not know who parked the car, so the PPC are wasting their £2.50.0 -
Owner you have the car, registered keeper what DVLA has on record.
HP cars cars you sort of own it but its still owned by them.
Maybe you have a loan 4 car you opn it but loan company might be the reg keeper.
Then again I might be totally wrong and probably are.I all have learnt is from others on many sites.

Take photographs of the signage and site layout at the location of the clamping.
By removing the car to a pound and not placing ion a nearby road they have committed 'interference with goods'0 -

Your Mum has not received a "fine" of any sort.
She can file it and subsequent letters.
The threat of court action is merely an empty threat.0
