You could try the following number got it from Blackhorse personel finance website.
To speak to someone about an existing agreement.

I was thinking if blackhorse are a part of Lloyds and Lloyds would have been covered by FOS, could you not take the complaint to FOS
You could call them and state sneakly that you have lost a credit agreement and wish for them to send you out a copy see what they say.

Guess what... they ignored the FO's correspondence!! The FO are taking up my complaint against them because the last loan was taken out just when they became regulated by the FSA and the last loan was made up of old loans being turned over.
Im with a debt management programme suffering at paying installments to these thieving barstewards. According to welcome i still owe them just under 3000. I have calculated best i can using the agreements they did have copies of to calculate, they owe me in return about 3500 ppi back and that isn't including the whopping interest they drained me of usually around 40% plus the statutory interest i should get too. I rang the FO on Friday who assured me it wouldnt me much longer they said their waiting list was huge but they were now starting on complaints from early 2008. Your entitled to your own agreements and I am happy to hear that the FO have put in a complaint about them.

Has anyone heard of any decisions the FO have made on HFC bank or Welcome. I am awaiting 2 complaints now with them just wondered if the FO were kicking their butt or finding in their favour?? anyone
