Surely you are not allowed to stop on a dual carriageway at any time? That may be the issue here, not how long you were there or the abuse you gave the PCSO. And there are people on MSE who will try and wiggle out of paying legitimate fines/tickets. This is the amazing power of persuation.
And then there are people who will bleat on and on about fines and so-called fines being legitimate when, in fact, they are not.
You know, you should read the useful info on pepipoo yourself, TiTheRev, and take a look at the longstanding case law they refer to. You would learn something.0
