I think we are agreeing on most of it, just a couple of subtle differences. When DCC is used (in Spanish ATMs for example) you are offered the choice but not told what the cost will be if you choose pounds - you don't know you've lost out until you read your statement. Ryanair does tell you (although it's well hidden) that you will be charged in pounds, shows you the exchange rate (if you can find where to look), but does not allow you to opt out and be charged in Euros.
The last bit there is where I think they fall down by not allowing you to opt out.0
