Has anyone else heard of paypal holding payments until feedback is left ??

I posted a query about this here a few weeks ago when I sold a mobile. I am a smalltime ebay buyer and seller but do a positive feedback at around the mid forties and have never receeived a neg. Paypal witheld the payment citing that I was selling a high risk item and would get the money when I got a positive feedback or none at all after 21 days. As it happened the buyer gave me a positive as soon as they received the phone and my payment was immediately released.
The problem I have with this is, it leaves you at the mercy of the buyer and when it comes to judging a dispute ebay usually falls on the side of the buyer.
It has been widely touted that ebay is trying to get rid of the small sellers and this may be one of the ways they are employing.
I think ebay are getting ahead of themselves,the beauty of ebay for most of us is the chance of grabbing a bargain at an auction, or getting hold of a spare part for something (I am always looking for spare parts for my buggies or toys) or hard to find items that people list when clearing out lofts, etc.
If they drive out the normal small sellers and ends up with mainly retailers it will lose its appeal as we can all go on normal websites for new items (and a lot cheaper) - it is the little people who keep ebay going Both buyers and sellers - they would do well to remember that its the simple idea (cyber carboot sale) that we all love and is its success

I just had my first experience with PayPal holding a payment from a buyer. I sold an item for $700 and the buyer sent me payment. But the payment showed up as “on hold” in PayPal. I found out that I had to wait for positive feedback from the buyer or wait 21 days without a dispute about the item. Basically PayPal told me to ship the item on faith and hope everything worked out OK. I am a casual buyer and seller on eBay with a 100% positive feedback rating and a 93 feedback score. I have been an eBay member for over 9 years.
I really do not feel comfortable with sending a $700 piece of equipment to someone without knowing for sure that I will get paid for it. What makes me more nervous is that the buyer is using two different email addresses between eBay and PayPal. He is using a HotMail account for corresponding with me and a “.br” account from Brazil on PayPal. He is listed on PayPal as Non-US but wants me to ship the item to Florida.
All this hassle is making me want to go back to putting a classified ad in the newspaper and selling things locally for cash in person. I have liked eBay a lot and hate to have to lose it. But it looks like eBay just wants to have the big fish playing now. Too bad.
What do you all think of eBid or any other auction site? Also, are there any good payment services like PayPal for the occasional casual seller? Thanks!!!0 -
In the line once Positive Feedback is Left
Does anyone know what happens to your money if a Negative or Neutral feedback is left but they dont want to return the item ?
You do get the odd nutter who will leave a negative/neutral for no good reason other than they like to spoil your 100% record :eek:0 -

Google payments and Nochex are both better than paypal.

If its true it doesnt sound legal to me and absolutely ridiculous :mad:
I always leave feedback after I am happy with the item.
Personally I'd ignore what he is saying. When I list on turbo lister it says some rubbish about having to leave feedback for the money to be released but that is never the case. I can withdraw money as often as I like without any limits.
If the money is held, it should still be in your account, how can ebay expect you to leave feedback before you receive the item?0 -

This makes me laugh (angrily)
Currently eBay have withheld £1500 of my companies money (from the last week and a half) - I know have to ring my supplier and ask for our credit facility to be extended from 2 weeks up to 4 weeks !!!
And we sell 3m and 4m kitchen worktops - I believe that alot of fraudsters try and scam money by buying these - much easier than mobile phones or laptops or wii's !!! :-)
Emailed eBay and Paypal and got the same automated response to every question adn then spoke to Paypal on a 0870 number and got no help whatsoever and even spoke to an American supervisor who flatly refused to give me his name other than "Al"
Never mind protecting buyers, what's to stop eBay going out of business and pocketing all the money it's kept back ?0 -

I have another bit of a problem with this new system - I sold some stuff and posted it yesterday. The payments were 'on hold' until the sellers had left me positive feedback - except they did to this morning but the money in my Paypal account is still 'on hold'! According to Paypal the funds should be released 'immediately' that positive feedback is left... but still the money is on hold!
Is this a problem with the new system or do I need to so something more to get my money?Total debt as at Jul 2012: Too much!0
