the 2nd person in the OP had already posted the item - no i wouldn't expect someone to leave fb before I had sent the item as a seller and neither would I being a buyer - you say 21 days is not too long to wait - are you referring to feedback or to be able to get the cash from paypal? If it is the latter, i would be very unhappy about selling something and having to wait 21 days for the money as normally when i sell on ebay it is either because i am wanting the funds to make a purchase myself or because I need the money in my pocket for other things - as I said, i always leave feedback on receipt of the goods but if I were the seller and the funds were being held, whilst I don't chase for feedback, i would be inclined after a week of sending the item to send a polite email asking if everything was ok etc etc and if so could they leave fb to reflect this.

My point about extortion was due to the previous poster ob. not being aware of the new rules (which many aren't so that is nothing against that poster) and saying it is extortion and the seller needs reporting to ebay.
  • ah, i stand corrected! Wasn't aware of this and haven't had any emails from either paypal or ebay about this, they snook this one through!

eBay and PayPal are working together to make it safer than ever to buy on eBay. One of the boldest steps we’re taking is to identify transactions that pose the greatest risk of fraud and holding the payments from sellers for a period of time to help ensure that the transactions go smoothly. Remember, if you have received more than 20 Detailed Seller Ratings (DSRs) in the past 12 months and your DSR average is 4.5 or higher, your payments will not be held.
Why might my payments be held?

PayPal will hold payments in transactions where the vast majority of seller fraud occurs. Here are the most common instances in which a payment may be held:
    • You have been on eBay less than six months and sell an item above £50
    • You have a feedback score of less than 98% and sell an item above £50
    • More than 5% of your transactions result in dissatisfied buyers*
    • You have an average Detailed Seller Rating (DSR) of 4.5 or less
    • You have received less than 20 Detailed Seller Ratings
    • You are listing your item in a higher-risk category
PayPal will not hold payments for eBay items if you meet the following criteria:
    • You have been an eBay member for more than 6-months, and
    • Your total Feedback score is greater than 100, and
    • Fewer than 5% of your transactions result in dissatisfied buyers*
    Or
    • Your average DSR is greater than 4.5, and
    • Your have received more than 20 DSRs in the last 12 months
    • Your buyer dissatisfaction percentage is less than 5%
What will happen if my payment is held?

If you receive a payment that is held by PayPal, the amounts held will show as “Pending” in a separate PayPal balance on your account page. You will still have access to all other funds in your PayPal account.
Your funds will immediately be released when one of the following occurs:
    • The buyer leaves you positive feedback
    • 21 days pass without a dispute, claim, chargeback, or reversal filed on the transaction.
If you receive a dispute, claim, chargeback, or reversal on the transaction subject to the hold, PayPal may hold the payment in your Account until the matter is resolved, even if the claim, chargeback or reversal is made after the hold is released.
I am a new seller, will my payment be held?

If you are a new seller and have a record of good performance, you will receive your payment instantly in the vast majority of cases.

Where did you find this I was looking on the help pages for information and couldnt find any

Ebay are great at making announcements and sending messages to your ebay account when it suits them -

Funny how we didnt all receive a message about this one to our messages, this one seems to have been sneaked in amid the hype of the Buy It Now announcements

It is feedback extortion to ask for feedback before receiving the goods! Whatever the reason! 21 days is not long to wait TBH.

Politely reply telling them to wait 21 days then paypal will release the money, and that if they continue to demand feedback upfront they WILL get negative feedback.

21 days might not be long in your book but I wouldnt be very happy - the post office or delivery companies dont wait for their payment and no doubt Ebay wouldnt put the Listing and Final Value Fees on hold for 21 days either-

It is yet another moneymaking scam by paypal & ebay, they get to keep hold of our money for an extra 21 days on top of the time we have to wait for the money to clear our bank accounts, they have enough security measures in place with the current system :money:

It might not be feedback extortion, sounds more like PAYPAL EXTORTION they get to keep all our funds for up to 21 days (nice little interest earner for them)

They don't and aren't allowed to earn interest on it under financial regulations. It is purely as a security measure, quite extreme in some cases. It is generally in categories that are prone to chargebacks, hijacked accounts, stolen credit cards, etc.

I dont pretend to understand about financial regulations but for 21 days they have our money in their possession I am sure they are benefitting somehow or other

Well we have been selling & buying on ebay for the past 3-4 years we have two accounts one with 300+ with 100% positive feedback & the other with well over 600+ with 100% positive feedback. I have just listed over 30 items this evening as we have been having a sort out so uploaded all to turbo lister & every item can up as a warning saying that paypal may hold onto the funds until positive feedback or 21 days have elasped.... I can't get my breath. What next. ??? So I have just used auctiva to list some items for the extra photos & nothing was said about this paypal thing on there??? whats going on ??? Confused I am know... & it doesn't take a lot.

    Thanks

  • I've just had my first experience of this rule now on my second account - this one has a feedback of about 77 but only 15 detailed seller ratings! I don't like them holding onto my money like this, if I needed it urgently (as I often do when selling!) I'd be stuffed until feedback was left. I can understand why it's been done, it just seems a bit OTT.

I posted a query about this here a few weeks ago when I sold a mobile. I am a smalltime ebay buyer and seller but do a positive feedback at around the mid forties and have never receeived a neg. Paypal witheld the payment citing that I was selling a high risk item and would get the money when I got a positive feedback or none at all after 21 days. As it happened the buyer gave me a positive as soon as they received the phone and my payment was immediately released.
The problem I have with this is, it leaves you at the mercy of the buyer and when it comes to judging a dispute ebay usually falls on the side of the buyer.
It has been widely touted that ebay is trying to get rid of the small sellers and this may be one of the ways they are employing.
