I agree with OP. When travelling together it makes sense to pool luggage if wanted. As stated 2 cases weigh more than 1. A family of 4 could take 3 cases etc. It would reduce weight and makes sense.
If it's true that it was only 16kg (and I don't doubt it) that's silly.
I would have asked them to check the scales as an argument, awkward both ways. I've personally have never been charged or asked to take things out for 2kg or less overwieght. Sounds like a jobsworth and you have been unlucky.

I moved a pair of light walking boots from one case to the other - result happiness on Ryanair's part. They seem to be pleased by small things, apparently.

Rules are Rules - be you 1 kilo over or 10 kilos over, you are over weight. We have travelled many times with Ryanair and I first 'moaned' about the 15k baggage allowance. But I must say when I flew with another airline this summer my bag was still only 12k - just shows all those years I took too many shoes, handbags, clothes for those 'just-in-case' times.:beer:0

no... it isn't Ryanair being silly.... every airlines does this...
US Airways did it to me, i was flying alone, one bag was over the weight limit and one bag under. I was allowed to open my cases, rearrange things, to make the heavier one under the weight limit...

Edit: Have just found a booking made on 22/11/2006, which states the following:

Ryanair actually increased the baggage allowance to 20 kg in for bookings made after 16th March 2006

It was reduced to 15kg again from 1st November 2006. Not for bookings made after that date but for flights on or after that date leaving many passengers having to pay excess charges because they were allowed to take 20kg out and then without warning only allowed to bring back 15kg.
