It belongs to http://www.teleperformance.co.uk/ who do surveys for major companies etc etc. If you email them with your number they will take you off their list.0

I phoned the number and found out that it's a company called Leadx

They kindly informed me that my number had been passed to them by Budget car insurance after I did an [edit]Confused[/edit] search for some quotes.

I have been getting calls all of today from this number, Google search suggests it is connected to an Ebay seller. My advice is: if you don't know the number, don't answer it. If someone wants to talk to you they will leave a message on the voice mail.
There is also a website https://www.mpsonline.org.uk where you register your phone number to stop nuisance calls.0
