MIL - Gas usage high....

Meter Repair.
Who is responsible for the repair of the outdoor Electricity meter cupboard? The meter reader gave me some pins but they did not fit. I cannot close the cupboard without tape and still wind and rain soon loosens this and the door swings open. Thank you.
