Has anyone else heard of paypal holding payments until feedback is left ??

I have bought a few items this week on ebay - paid with paypal and then the buyer said I had to leave feedback before he could get the money released from paypal could I leave feedback and he would post - of course I was extremely dubious and refused - but I have now had a second seller asking me to leave feedback so he can get his money from paypal (he had already posted the item & I had received it and was great) - is this a new security measure as I have never heard of it before this week -

yup for certain new sellers
however this is not an excuse for a seller to withold goods
tell them to post and when you reeive the item you will leave FB

HI, how can this be fair on the seller, I dont always leave feedback if I am not totally happy, rather than leave a negative I just dont leave any feedback does this mean they would never be able to get paid ? and if so what happens to the money does paypal keep it ?
One Seller wanted to hold onto the item until I left feedback but said they trusted me and sent the items after I refused to leave the feedback - the payment showed as completed on my paypal account - but I dont blame him if they cant receive their payment. How can this be right0 -
I have never heard of this before, I suspect this is sellers trying to avoid any possible negatives as sellers can no longer leave negative feedbacks (Ebay say it's to improve buyer confidence and reduce 'revenge' negs!) and are trying to get buyers to leave feedback before recieving the item.
This is imho shady at best, and you can probably report people to Ebay for doing this as it's a kind of feedback extortion.Total debt as at Jul 2012: Too much!0 -
it is not feedback extortion - it is correct. on certain items sellers cannot get the funds from paypal until either positive feedback has been left or 21 days has passed without a dispute being made. It doesn't just apply to new sellers either, i sold a make-up compact and when i made the listing i was advised that payment would be held and did I want to proceed with the listing - I have been on ebay for 6 yrs and have almost 1000fb for both buying and selling.
please do not report ppl to ebay if they are asking your to leave their feedback, tbh, I always leave fb as soon as i receive the item anyway but if ppl leave it then the sellers may not be able to get their cash.0 -
I've been both buying and selling on Ebay for a while too (over 1100 feedback - part of the reason I'm in a bit of debt!) and never when selling have I had to wait until someone leaves feedback before I get my funds, and have never heard of this before - is it just in certain categories this happens? [Edit: just read your post again appleblossom and realised you said in certain categories!] Most of my selling has been in technology sections, mobile phones, digital cameras etc. but sometimes sell in other categories and have never come across this.Total debt as at Jul 2012: Too much!0

It might not be feedback extortion, sounds more like PAYPAL EXTORTION they get to keep all our funds for up to 21 days (nice little interest earner for them) I am a seller as well with over 1000+ feedback and if this starts to happen I will no longer accept paypal payments (I dont care what ebay say !) paypal will be refunded and buyers told to make alternative payments if they still want the item :mad: I am spitting feathers over this latest little chestunut.0 -

You will be stopped from selling on ebay, simple as that.
As a Buyer I want to be able to pay by paypal as security for myself, never mind the Seller.
I always leave feedback as soon as the item has been received. I would never ever leave feedback before the item has been received, that is just stupidity.

If it turns out to be a problem further down the line - then Fair Enough I Wouldnt want to sell on Ebay anyway !
Never Mind The Seller !! we're not all fraudsters - I have bought 500+ items on ebay and have only had two problems which were both sorted by paypal with the current paypal system with no problems, I dont see the need for the change.
Not everybody leaves feedback - we have Newbies, people who borrow Friends/Families ebay accounts and people who just dont bother leaving feedback, now if I want my money for an item I have posted I will have to chase for the feedback.
Does this mean if a Negative Feedback is left the money is not released from PaypalI once had a negative because I overcharged by 10p on postage for an item that sold for 99p (not taking into account the cost of packaging & trip to post office) my only negative in over 1200+ feedback

Why might my payments be held?
PayPal will hold payments in transactions where the vast majority of seller fraud occurs. Here are the most common instances in which a payment may be held:- You have been on eBay less than six months and sell an item above £50
- You have a feedback score of less than 98% and sell an item above £50
- More than 5% of your transactions result in dissatisfied buyers*
- You have an average Detailed Seller Rating (DSR) of 4.5 or less
- You have received less than 20 Detailed Seller Ratings
- You are listing your item in a higher-risk category
- You have been an eBay member for more than 6-months, and
- Your total Feedback score is greater than 100, and
- Fewer than 5% of your transactions result in dissatisfied buyers*
- Your average DSR is greater than 4.5, and
- Your have received more than 20 DSRs in the last 12 months
- Your buyer dissatisfaction percentage is less than 5%
If you receive a payment that is held by PayPal, the amounts held will show as “Pending” in a separate PayPal balance on your account page. You will still have access to all other funds in your PayPal account.
Your funds will immediately be released when one of the following occurs:- The buyer leaves you positive feedback
- 21 days pass without a dispute, claim, chargeback, or reversal filed on the transaction.

If you are a new seller and have a record of good performance, you will receive your payment instantly in the vast majority of cases.0 -

It is feedback extortion to ask for feedback before receiving the goods! Whatever the reason! 21 days is not long to wait TBH.
Politely reply telling them to wait 21 days then paypal will release the money, and that if they continue to demand feedback upfront they WILL get negative feedback.0
