Now give us your total income and those outgoings and lets see whats left. Have trawled through all 4 pages of this post and can not find if you OH works(or if they are going bc or not) or not. I am not sure either what benefits the OR allows or ignores towards your income. I really dont know how you have mangaed so far or how you are going to in the future.
By my workings that leaves you with a deficit of £120 a mth and so £27 a wk that is plausable;) . Agree with Dalip, theres no point in putting down things that an OR might allow for when your in deficit.

How long will you be paying £149 council tax?, do you think you'll have it cleared by the time you start using gas again?
Other than that it's looking fine, I agree that you should leave off holiday and emergencies, as you can't afford it at the moment, it's better to leave them off for now than have them removed by the OR, that way you can add them at a later date if you get a pay rise or anything. And there's nothing to stop you saving that much if you have a bit extra left at the end of the month.
If you leave your housekeeping at £300 you'll come in just about on budget at £1453, that's taking into account £149 for c/t and £70 for gas and electricity every month, so for the summer months you'll be £35 better off, and once your CT arrears finish you'll have that spare.

Just read your post about child benefit, add that to your housekeeping make it £370 and you'll be bang on budget. Which by the way should be more than enough for 2 adults and 1 child.
