    generally speaking yes, depends who with, and then which billing platform you are on (which is based around where and when you took contract out)
    things arent the way they were before, you wouldnt even recognise me anymore- not that you knew me back then ;)

    Limits are dangerous things and though I'm sure all networks have the capability some are loathe to do it.

    Say you put a limit on your call charges of £30, customers expect to be alerted the second you reach £30. However, that just isn't going to happen as some call types take a few days to be billed... i.e international call charges. So you could be on £25, go abroad, make £30 worth of phone calls but the network and you won't know until they are billed a few days later. Then customers complain you have allowed them to exceed their limit!

    The flipside of that is networks bar customers on their upper limit, and it's just as the wife got seriously ill / the car broke down / the son had to be called to say you'd be late picking him up, and suddenly it's the networks fault for putting those limits on.
